Mulholland Institute San Fernando Valley Council of Governments Robert L. Scott serves as executive director of the San Fernando Valley Council of Governments as well as the director of the Mulholland Institute, where he oversees a long-range project for the region called Vision 2020: San Fernando Valley. A former president of the Los Angeles City Planning Commission, he oversaw the adoption of the city’s General Plan. Scott was the founding chair of the Valley Economic Alliance, is currently a member of the SurveyLA Historic Resources committee and remains heavily involved with policy issues as a member of the California, federal and U.S. Supreme Court bar associations for over 30 years.
